Yes - if both people have Whatsapp to receive the video on the right devices. You can get whatsapp on your computer and your phone, so that's certainly an option for smaller videos like yours.
wetransfer is a reputable place - the other poster probably just has some scammer pretending to be wetransfer. We use it at work to send videos to transcribers all the time.0 -
