Help with debt collection notice from NTK please!

I received a parking charge notice to keeper from APCOA on 5th August 2019 (£85 reduced to £50), which was for an alleged incident on 15th June 2019. As this was clearly too late, I pointed out their breach of POFA timing rules in my appeal and refused to name driver, stating nothing could be infered. They rejected appeal (what a sruprise!) and said they will not cancel the notice as it was not issued under POFA, instead they follow BPA guidelines, so timing does not matter.
I put in a POPLA appeal (who are currently requesting info from APCOA), and on APCOA's site it says the PCN is being considered by the ombudsman. However, I have received a debt collection notice for £155. What do I do now?

Nine times out of ten of these tickets are scams so consider complaining to your MP, it can cause the scammer extra work.

Parliament is well aware of the MO of these private parking companies, many of whom are former clampers, and on 15th March 2019 a Bill was enacted to curb the excesses of these shysters. Codes of Practice are being drawn up, an independent appeals service will be set up, and access to the DVLA's date base more rigorously policed, persistent offenders denied access to the DVLA database and unable to operate.

Hopefully life will become impossible for the worst of these scammers, but until this is done you should still complain to your MP, citing the new legislation.

Just as the clampers were finally closed down, so hopefully will many of these Private Parking Companies

Demand the BPA sanction them. The BPA usually make a company drop the ticket rather than apply a sanction
