Parking Solutions 24 fine - is it legit and do I have to pay?!

Hi,

I recently received a parking fine from Parking Solutions 24. I admit that I was parked illegally, but it was on a hospital site, couldn’t find anywhere to park and needed to get to my shift - what can you do  Anyways, I went to the website (paymypcn.net) to try and pay it but it said that the parking ‘fine’ hadn’t been uploaded to the system yet. This was approx 10 days after I received the fine so would’ve expected it to be available to pay, especially as I only have 14 days before I have to pay the full fine.

What I suppose I’m asking is 1. is this a legit parking fine? because there are a couple of red flags (not being able to pay online, not being able to appeal online, no data protection info on the back of the ticket)
and 2. do these ‘fines’ actually need to be paid - I’ve looked around on a few other forums and some people were suggesting they weren’t actual fines?

I’d really love someone to clarify it all for me because it’s really going over my head!!

Thanks!
