APOCA mis issued notice for Dorridge and then sold on

We parked at Dorridge Station over a weekend in July - which is free. I even tried to register the car on the app and screenshot the 'its free at this time response'. Checked the web site and its free.
Anyway so we got issued a notice and I contacted APCOA by chat and said we were issued for a free parking period. The chat guy even said 'was it Dorridge station' - this was in August.
I didn't have the notice number with me, but he said they were all being cancelled as they were incorrectly issued.
So I left it at that. We've now got a debt collection notice from ZZPS, sent end of Sept.
Have APCOA really knowingly sold on invalid debts that they know they should have cancelled?
Should I be reporting APCOA to any parking regulator? (is there such as thing? its like the wild west)

No they haven't sold it on , they are not allowed to
They have sub contracted a debt collector

There is no parking regulator , it's an unregulated industry0 -
Parking "debts" are never assigned (As in sold/Deed of assignment),
unlike credit card debts etc which can be sold several times!0 -

There are no 'sell-ons' of private parking charges, rather they pass on details to 'No win, no fee' debt collectors (who can all be ignored).Please note, we are not a legal advice forum. As above, complain to the BPA and DVLA. Also complain to your MP about this unregulated scam.
