Just do what fruitcake said , nothing else , appealing as keeper to the PPC that issued the PCN

POFA is a law that allows a PPC to chase a keeper for a PCN , even if they were not driving
If a PPC fails POFA , then they will have trouble making it stick against a keeper
A driver has no protection under POFA
So if nforce failed POFA , then as keeper they will struggle to hold liability against you
In other words , if they want to hold you the keeper as liable , they should have complied with POFA
Unfortunately , POFA via not mandatory , so they would have to prove that the keeper was the driver , hence why you do not reveal who was driving0 -

I'm going to send the Blue Template with the mentioned amendment as Redx confirmed, Appealing as keeper to nForce that issued the PCN.
I'll update accordingly.

It is daunting at first, though it is actually quite simple once you get familiar with it. It took me a while to understand the PoFA requirements so don't worry too much.
The NEWBIES has a lot of information but it doesn't all need to be digested at once. You don't need to read anything about IPC members or the IAS in this case as these do not apply where BPA members are concerned.
You don't need to read anything about court, or hire/lease cars, or byelaws except where the car park was at a port, airport, or on railway land.
So, sift out what you don't need and thoroughly read the rest.
