All they can do is show that the driver, or an occupant, of the car deliberately littered.
How does getting the Registered Keeper's details from the DVLA help them identify the driver or indeed any occupant of the car?
The Registered Keeper certainly has no obligation to identify the driver.
Because the registered keeper can be issued with a fixed penalty notice for the offence.0 -

Not under current legislation, where they can legitimately argue “deliberate” littering - in that case the “offence” is committed the moment the litter hits the ground. They have the discretion to “educate” but strictly they can ticket-away freely.0 -

Turns out it is a Company called Kingdom which seems to have a bit of a reputation, according to the local authority they would not allow this to happen on private land and they have told me to take a photo of his number plate should he appear again.Don't Trust Anybody!0

This guy was parked in a disabled bay when other disabled people were looking for a space, i don't know and can't seem to find out if that is allowed.Don't Trust Anybody!0

If this was a council car park, and he was parked there without showing a disabled badge, then he was parked not in accordance with requirements and should be eligible for a Penalty Charge Notice (if there was a parking warden present).0
