The time to complain was when you moved in and they left lights without a power source which is often different for every light and changes every year (yes I am over stressing it).
They should have left the transformer if they had it. You should have asked them to remove it.
Since they did not it is probable they are old and do not work anyway. Should have been covered one way or another when you moved. Did you not notice them till you moved in?
Additional: Of course it's cheap. Labour if you cannot do it yourself on the other hand...
(1) I am not complaining at all
(2) This is a DIY forum so just asking around if anyone knows what that plug is called so I can buy the right transformer and test out the light myself before I take on a big project
(3) The owner has left a few other fully functioning things in the house so no reason to doubt that he left this because it is not functioning.

They might be from USA as they have thin flat pins. Is there no way of asking previous owner?0

I was also going to suggest speaking to the estate agent to try to contact the previous owner. If they are avoiding contact then sadly I think you are stuck.0

You could get an electrician to take a look and see if they can help or goggle outdoor lighting transfromers and see if any look suitable for your plug.
Would recommend using an extension with a fuse/circuit breaker type thing though...Shampoo? No thanks, I'll have real poo...0
