NTK late - but admitted driver

I received a NTK from NCP in error - you don't need to know full boring detail but basically they made their increasingly common 'mistake' of ANPR cameras only catching me driving in one day and out the next, therefore claiming I hadn't paid for a full day/evening.
The NTK arrived a full 1 month and 2 weeks after the incident. I did some research (sadly only on the main website and on others, not on this forum) and read that NTKs must be sent within 28 days. Also sadly, nothing mentioned your golden rule about not naming the driver.
Believing that I didn't have to pay the fine because the NTK was so late, as the advice said, I therefore appealed online but DID through my own account of the parking incident (and I think on the form) show myself to be the driver (groaaan).
I know that your advice will be to NOT pay anything and wait for a court claim to come through - but my question is, would I definitely lose the POPLA claim due to admitting being the driver or do I still have a chance of winning?
I have considered complaining to DVLA, landowner etc while also potentially being able to bring signage issues into my appeal, but just wanted to know if I've ruined my chances completely of winning or whether the lateness can still be a winning argument.

Complaining to the landowner is always worth it and best done before POPLA. You should do that ASAP. Do you know who they are?
Check out other double-dipping POPLA threads. That could yet be a winning point despite having outed the driver. But then so might signage failings or lack of landowner authority.0 -
NTK,s for ANPR captures should be with the keeper by day 15 , so within 14 days , not 28 days , the 28 days is the deadline for appealing
if a windscreen ticket was issued , so not ANPR , then the deadline is between day 29 and day 56 following the event
but if the driver has been outed then POFA does not apply, meaning they had 7 months to get the NTK to you
either way , use all the other ammunition for a driver POPLA appeal , but omit POFA and also omit keeper liability , so its
NO LANDOWNER AUTHORITY

However I didn't declare who the driver was until my first appeal to NCP - so surely that is irrelevant in terms of the time limit for serving me my NTK?
I was hoping that me having admitted who was driving is irrelevant if the NTK invalid due to it being weeks and weeks too late anyway (which is especially the case if the deadline is 14 days).0 -
The 14 Day deadline is a POFA deadline to a keeper and POFA is not mandatory
A keeper who admits to being the driver cannot hide behind POFA because they have admitted to being the driver in the appeal , so POFA goes out of the window
You can include POFA if you wish to , nobody is stopping you from doing so , but you asked for advice and received it , now it's up to you how you proceed
