Basic handset offering hotspot/tethering

I might be asking the impossible, but wondered if anyone was aware of the most basic-possible type handset (only calls/texts required) that also offers running as a WiFi hotspot?
Thinking of ditching smartphone but the occasional option of WiFi to run my tablet when not in a WiFi zone might be useful.
Obviously the usual budget call/text phones that are about £10 are only 2G and don't have and data capacity.
Is there an option other than a cheap budget smartphone? Being limited to 3G speed WiFi wouldn't be an issue.
I might end up with a basic 2G dumb phone and a mobile WiFi device for my tablet, but just wondered if anything existed that does both that isn't a full blown smartphone.

Any 3G capable phone should be capable of working as a hotspot. Most cheap-as-chips 2G only phones don't do anything more advanced than call and text, you would need the Android/iOS support for any more advanced connectivity - you'll only find that when you come back into Smartphone territory.0
