DCBL Parking Fine

All,
PLease can you help.
I have got a letter from this company and I think it is a parking fine as it lists my car registration. It says the amount is overdue and its the first letter I have had and no idea where its come from. Maybe I parked somewhere assuming its free?!!
It says on the letter they are high court enforcement and bailiffs then on the back of the letter it says the case is not subject to court action.
Ive asked around and its seems to be they are taking action for a private parking company. Before I respond as I'm assuming this is just an invoice father than an official PCN, can you offer me advice please and what to respond with.

It is not a fine, It is an invoice. A former clamper is alleging that your behaviour so harmed them that the require damages. DCBL are debt collectors, who is the principal?

Nine times out of ten of these tickets are scams so consider complaining to your MP.
Parliament is well aware of the MO of these private parking companies, many of whom are former clampers, and on 15th March 2019 a Bill was enacted to curb the excesses of these shysters. Codes of Practice are being drawn up, an independent appeals service will be set up, and access to the DVLA's date base more rigorously policed, persistent offenders denied access to the DVLA database and unable to operate.
Hopefully life will become impossible for the worst of these scammers, but until this is done you should still complain to your MP, citing the new legislation.

Debt Collectors are powerless, they cannot take you to court. What is the full name of the company shown on the letterhead. DCBL are either debt collection bailiffs Ltd or might be DCB Legal. If its DCBL put up the first two letters of the reference number from the letter on the top right hand side and I will tell you which parking company it is.(unless the letter actually says the parking company and they often dont)0

Says the date - NO time though or specific location just says Market Shopping? Nope not recently moved or sold car. Full name is DCBL Ltd0 -
No such company as DCBL Ltd. There is DCB Ltd and there is DCB Legal, which is it? If it is DCB Ltd. they are debt collectors.0
