Smells Dodgy to me! UKPME UK Parking Management & Enforcement Ltd (UKPM/UKPE)

I have recently checked and UK Parking Management & Enforcement Ltd (UKPME/UKPM/UKPE) are not listed on the IPC AOS members list. If someone wishes to make a complaint about UKPME to the IPC, they cannot as they are not an IPC member on the complaints page.

UKPME are listed as a corporate member with IPC. On the IPC website it states the following:
'The IPC’s Corporate Membership scheme is designed for all organisations that wish to be associated with the International Parking Community.
Members are entitled to use the basic IPC logo on their letterheads and other business stationery to Illustrate their affiliation to the IPC and to the parking sector as a whole.'

It is only made clear that AOS members with IPC have access to the DVLA database and this is also outlined in the DVLA's release of data documentation.

If this is the case and UKPME are not a member, how are they obtaining details from the DVLA.

The only other alternative I could find is that they may have obtained the information using a v888/2a form however in another DVLA document it does state 'Please note that if vehicle keepers or drivers are pursued for charges or damages in a similar manner to parking enforcement operations, you must be a member of a relevant Accredited Trade Association and operate in compliance with their code of practice before data can be disclosed.'

As they may not be an AOS member with ATA, are they obtaining details unlawfully?

Is it possible for any defendants receiving County Court Claims from UKPME to use this as an argument to set aside judgement?

The UKPME complaints process has been followed up, however they have failed to respond.

Any information or experience with this company would be appreciated.

  • Thank you very much for your response. I have contacted the DPO at UKPME and IPC, along with the DVLA so I shall await their response, if any from UKPME or the IPC.

    After a number of attempts to contact UKPME they have not responded. Can this be used as evidence against the claimant?

    Disappointing to see that the IPC's Accredited Operator logo is clearly shown on their homepage (and on every other webpage of their's that I looked at):

    Notice that they still use the words Independent Parking Committee. :rotfl:


    Perhaps someone should tell the IPC about the misuse of their (old superseded) logo. :D

    I shall do that, thank you very much for the advice.

    As it is not possible to contact UKPME as they do not respond to any contact methods, if payment is made and they fail to inform the court that payment has been received, who is responsible for this and can this point be used as evidence to set aside a CCJ?

    There is a sentence towards the bottom of the opening post hinting at that, but it is far from prominent:

    Yes, there is a default judgment that has been received.

    Payment was made to UKPME'S outlined payment method after the County Claim Form was received. Proof of payment being sent is available. UKPME have failed to inform the court that payment has been received. The defendant has attempted to contact UKPME on a number of occasion to request for them to contact the court to confirm that payment has been received, however there has been no response.

    Thank you again for your advice. Apologies for the vagueness. I am aware of providing too much information on here could come back to bite at a later date and therefore only providing vital pieces of information.

    To clarify, is proof of a postal order being sent to UKPME'S registered address which has been signed for a valid form of proof of payment?
