I think there are plenty who will disagree with your first statement - me included!
I'm only surmising/theorising/guessing, but it really does seem to be, as you say, moving funds to create a store of value and then depleting that store with a debit transaction.
No one seems to have provided a convincing argument for it to be viewed in any other way, and there is the potential for the cards industry to view as cash, all underlying financial movements that enable Curve transactions.0
