Bank recommendations for small trade union

Hi all,
I'm the treasurer for a small trade union made up of a central administrative "core" and a number of workplace-specific branches. The central union has its own bank accounts with basic multi-signatory access, and each branch maintains its own bank account, across various different banks (whoever was easiest to sign up with at the time the branch was formed) and with their own individual signatory arrangements that don't include me.
There are two main issues. We perform an audit each year in which I request bank statements from all the branch treasurers and have to do the work of chasing and assembling these – and not having access to the branch accounts themselves, I feel I'm lacking some oversight. Furthermore the bank the central union uses has quite antiquated online systems and processes and adding new signatories is a real trial.
In an ideal world I would like us to join a single bank that:
a) Supports customers who are trade unions / members' organisations / associations.
b) Has modern online banking systems.
c) Supports a hierarchical access/security model whereby I could add branch accounts as needed, have oversight of all our accounts, and add delegated users would only be able to see the branch accounts to which they have been granted access.
The main point is that rather than maintaining accounts all over the place as we do now, we would move everything to one bank who would allow us to set up a current account for each branch and add user access to these as required, so that I could manage and review all accounts, but each branch treasurer would only see their own account. We can't do this with our current bank as the process of adding new signatories takes so much paperwork and literally weeks to complete, and I don't think their online banking is sophisticated enough to allow that level of access control.
We would quite happily pay for such a service – I just haven't found one yet. Does anyone know of a bank that would satisfy the above – allow trade union customers and provide the multi-level access model that I describe?
