Fine from PEA in lease hire car

Hi - car leased from Hyundai - just for a few months now, so didn't know the difference between receiving a parking ticket as keeper vs leaser.

There was apparently a PCN from PEA put on car while (allegedly) parking by footpath on hospital site in July (in non-obstructive fashion when there were no spaces).

Just ignored it as didn't think it was enforceable. But received a letter from Hyundai on Saturday to say they had provided details to PEA (they charged a £15 admin charge to do so), and today received a letter for PEA who are trying to charge a further amount of £96 - they say they obtained details of registered keeper who provided my name as hirer.

Do I have any recourse here?

Has the PPC complied? Have you complained to PALS?

Nine times out of ten of these tickets are scams so consider complaining to your MP.

Parliament is well aware of the MO of these private parking companies, many of whom are former clampers, and on 15th March 2019 a Bill was enacted to curb the excesses of these shysters. Codes of Practice are being drawn up, an independent appeals service will be set up, and access to the DVLA's date base more rigorously policed, persistent offenders denied access to the DVLA database and unable to operate.

Hopefully life will become impossible for the worst of these scammers, but until this is done you should still complain to your MP, citing the new legislation.

Just as the clampers were finally closed down, so hopefully will many of these Private Parking Companies
You never know how far you can go until you go too far.

Is this is Ireland, or NI, where I seem to recall PEA seem to operate?

If so, then the main thing is not to name the driver, but to respond a couple of times as the hirer/lessee of the car, to stop PEA reverting to the lease firm who might pay it, then bill you a higher sum.
PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).
