I have run many Panda's since their launch including a few 169 models (2003 to 2011) and I've never heard of anyone fitting 175/70/R13.

I reckon you've been sold the 13 inch tyres they had in stock, even the later models don't use this size (they run 175/65R14 or 185/55R15)

Wouldnt worry about it what matters is the rolling radius, this case 1.5mm. Even a 1psi drop in pressure will have substantially less rolling radius than that and then affect your speedo.
Havent checked but would assume the original sizings not in demand. The way it works is the profile is a proportion of the width, greater the width to get same rolling radius you need shallower profile, garage done right even if it was the 4x4.
