The ONLY way that it can ever be determined if the money was paid out or not is a cash reconciliation to see if the amount of cash in the ATM balanced or not.
ATM logs and statements that the transaction was approved prove absolutely nothing.
The last line of the evidence from Nat West is "ATM BAL 14/08/2019 - NO DIFFS - DECLINE". I'm not sure what this means, but one possible interpretation could be that the ATM was balanced on 14/08 and no cash difference was found, so the dispute is declined.

Already pointed out in previous posts. The curious thing is the date difference on that report. Did they really leave it that long to balance the cash records - the withdrawal was on 5/8 - or is it a typo, or what?
