Laying vinyl on asbestos tiles covered with uneven epoxy

Hi friends,
First time poster but I'm at complete and utter loss.
Context: I've got low-grade asbestos tiles (less than 3%) downstairs, which we tried to cover with industrial type epoxy paint. This didn't work out, and the paint is uneven. I don't really want to mess up with asbestos underneath so drilling into it won't be an option. It's a housing society place but they won't remove asbestos, so I'm in a pickle here.
Additionally, I'll have to make the flooring under 10mm total due to thresholds. Also, is there any glue that won't react with epoxy?
I've chosen to lay down vinyl and call it a day, but now I've got uneven floor underneath - the paint is by no means flat and has thicker patches. Is there anything that I can do to make it work? Possibly cheap as I'm on a very tight budget and already in debt.

Levelling compound , it's like thick cream and fills any dips
Or sheets of thin plywood , tape any joins with duct tapeEx forum ambassador
