Hyundai i20 parking brake low

Hi the wife's i20 had advisory last mot parking brake 16% offside low jus met standard. Does this mean braking performance or shoes?
Have looked at shoes after taking drum off and there seems to be about 3mm of thickness on both shoes but when operating the handbrake only one shoe is moving should both pull out ?
What is best way to adjust these the springs on these are partly behind hub so not easiest to get to. It had star type adjuster at bottom ?

It could be adjustment, but is probably a partially seized cable on that side.
Never seen an i20, but usually one shoe pulls against the other, and without the drum only one will move.
The adjuster is one of those magic screw threads between forked ends that expand. It is right beneath the brake cylinder. There is a ratchet wheel at one end, and a spring lever attached to the shoe, so that if it moves too far the ratchet turns one click.
In The Olden Days, there would be a hole in the backplate to get a screwdriver to the ratchet wheel, but not nowadays
You can adjust this with the drum off. For it to work properly, there has to be the right amount of slack in the handbrake cable.I want to go back to The Olden Days, when every single thing that I can think of was better.....

Disconnect it and see how easy it is to move, it might be cheap enough to just change it though. There is usually a plastic sleeve on the inner cable running inside the outer, the sleeve wears through inside where you can't see and the cable starts to jam under strain.
Check the adjustment first, (no cost) and if it is right look at the cable next.I want to go back to The Olden Days, when every single thing that I can think of was better.....

You're in there already, and you know the shoes are low. So replace them... Give everything a good clean. Give the adjusters a good lubricate. If the cables look scaggy on the outside, and don't move smoothly, then replace them.
Do it once, do it properly.0
