However the tale does seem to fall at the first hurdle of not being able to tax for no insurance, you only need an MOT to tax a vehicle (if it is over 3 years old)
    .

First, it was on private land before sale but after sale car move to public street as seller hand over me key and parked it outside in the street.

Second, insurance is must for tax in Northern Ireland and your can do your own research on this. When I tried to pay tax online, system refused and gave me message as below. I have screenshot of the message and exact text of message is below.

    Unable to use service
Sorry, we are unable to check your vehicle insurance details because your are taxing the vehicle as a new keeper.
To tax your vehicle please take your proof of insurance, MOT and V5C or V5C/2 to Post Office branch that deals with tax.

yes , in your case NORTHERN IRELAND insurance must be shown when taxing

it has been discussed that MID does not update immediately , so in NORTHERN IRELAND alternate methods must be used if taxing a new vehicle

I live in Northern Ireland but I don't think this could be the reason.

Ah, yes, it IS the reason. NI is different, the one very small exception to the generality.

For the other 97.5% of the population of the country, however...

Either way, it makes no difference to the substance - your car was on the road whilst untaxed, and was spotted there and clamped during that forty minute window... Unlucky, but bang to rights.

(TWhitehouse - I think you mean "in GB"... NI is part of the UK, but not part of GB.)

You knew the car wasn't taxed - why did you move it onto the road?

I read it as it was the seller who moved it.

But it still seems almost unbelievably unfortunate that there was a clamping van in that particular area in that small window of time.

Perhaps. The OP couldn't really expect the vendor to keep the car on their land once the sale was completed, unless previously agreed.

It's amazing how often that happens, isn't it?

Possibly, but it wasn't his car by that time, and the OP should have stopped him

Thank you everyone for different opinions/suggestions. I think, I was just very unlucky to have car clamped in such short time while I was at post office paying tax.

I know such scenario is very rare, and in car excitement, I did not think of it and did not request seller to keep car on his private land until I return back from post office.

My intention to share this post was that probably some readers could become more careful and stay safe from the financial and psychological stress I faced.
