moving radiator from external solid wall and fake sill - any tips?

Hi again!
I'm thinking about getting a radiator moved from a north-facing partly-external solid brick wall (about 1.2m is external) under a window to an internal wall (along the wall that holds the staircase which runs through the middle of the house). The existing pipes are surface mounted and come down from the ceiling then run along the skirting boards before feeding the radiator. I expect the new pipes would do the same but from a different point in the ceiling. The reason I want to move the radiator is that I want to move the kitchen to this room, and specifically put units along this wall including the sink under the window. There is no sign of damp currently on either this 1.2m strip of external wall or on the wall it meets (which is a solid external east facing wall with a blocked up chimney breast on it). Additionally the existing upvc double glazed window sill is lower than the kitchen work surface and I'd prefer (if its not a stupid idea!) to put a fake cill in rather than a new window with a higher sill and brick/blockwork. I should be able to put in a proper extractor over the cooker (not a recirculator).
What I'm wondering is am I going to cause myself problems with condensation on the wall or the window... and my questions are:
1) Am I at risk of moving the radiator causing a condensation problem on the external wall?
2) Is putting kitchen units there likely to increase the risk?
3) Would putting an airbrick/vent help or make it worse?
4) is there anything else that would help? Insulation? Not putting the back on the cupboard under the sink?
5) is there anything wrong with me making a fake removable sill so I can get to the window for routine cleaning/de-moulding?
