UK or foreign probate

Can a British persons inheritance who lived and passed away abroad be dealt with under UK law.
The person had a UK business which paid tax to HMRC, a UK bank account and although paid personal tax to a foreign government, owned a home abroad and also had a foreign bank account but intended to sell up and move back to the UK.

Probate may be needed in both countries, sometimes UK probate is accepted abroad, but it depends on the institution and country.

My reading of it implies Dutch Intestacy Rules will apply as the deceased hasn't made a declaration to use UK rules in a will (unless another declaration document exists?) But you / the persons relatives will probably need expert legal and financial advice to be sure?
