Euro Car Parks at Holy Trinity Church, Llandudno

I visited Llandudno with my Friend, who owns a car. We travelled to Llandudno in a rental car. On the day after our arrival we entered the car park at Holy Trinity Church, Llandudno, which is managed by Euro Car Parks. My friend went to the Euro Car Parks Parking Ticket dispensing machine and bought a ticket permitting "our" car to park in that car park for a period of time. Unfortunately, my friend input the vehicle registration number of her/his vehicle instead of the rental vehicle and put the issued ticket on the dashboard of the rental vehicle. Two days later, my friend did the same thing and handed the ticket to me. I saw that the incorrect vehicle registration number had been input. I asked my friend if he/she had done the same thing previously. An affirmative answer came my way. I told my friend to find that/those ticket(s) while I went and purchased another ticket with the correct vehicle registration. I have now received an invoice from the Car Rental Company for the discounted fee (£60.00) plus the difference between the undiscounted fee (£100.00) and the discounted fee as an Administration Charge. A copy of the "Parking Charge Notice" dated 12 September 2019, which is 8 days after I first parked in the car parking at Holy Trinity Church, Llandudno, is included with the Car Rental company invoice. The Car Rental company received the Parking Charge Notice 4 days after it is dated by ECP. I had 28 days in which to lodge an appeal at Euro Car Parks Office at 8 Dorset Street, London NW1 6QJ. Thus, by the actions of Euro Car Parks I have been denied 4 days of appeal time. Furthermore, the Car Rental Company delivered its Invoice and attached Parking Charge Notice to me by email 3 days after it received the Parking Charge Notice. Zap! Another 3 days of appeal time gone! I have, of course, submitted an appeal specifying the points I have outlined above. I have not denied having parked the rental vehicle in the car park at Holy Trinity Church, Llandudno. I have pointed out that, in fact, Euro Car Parks have received the appropriate fee for the period "our" rental vehicle was parked at Holy Trinity Church, Llandudno albeit with the incorrect vehicle registration number input and printed on the Ticket.
I have written to Holy Trinity Church, Llandudno, apprising them of the circumstances and requesting them to communicate with Euro Car Parks requesting that Euro Car Parks revoke the Parking Charge Notice.
I have written a letter to Euro Car Parks requesting that Euro Car Parks provide me/us with the evidence that will prove that my friend's vehicle did not enter, park and leave the car park at Holy Trinity Church, Llandudno on either of the days on which tickets bearing the vehicle registration number of my friend's vehicle were issued.
Forum members are invited to make constructive suggestions on other measures I should take.

It is my opinion, that as Euro Car Parks has the capability to photograph vehicle registration plates of vehicles entering the Car Park at Holy Trinity Church, Llandudno, then Euro Car Parks should provide a suitable touch screen, upon which vehicle registration numbers can be displayed, for persons paying for tickets to select the correct vehicle registration number of the vehicle that they have entered the car parking facility with. However, such installation will shrink Euro Car Parks income stream as regards Parking Charge Notice.

My Friend has not received a refund from Euro Car Parks of the monies my Friend paid for her/his vehicle on the 2 days he/she input the incorrect vehicle registration number. That means that Euro Car Parks has no qualms at profiteering from my Friends errors.

    No, because your time to appeal was ONLY after you would (shortly) have been sent your own PCN in your name as hirer. The initial PCN in the name of the rental firm was NOT yours to appeal.

    You were meant to wait for your Notice to Hirer, as per the NEWBIES thread section about hire/company/lease cars.

    I hope you didn't blab about being the driver in the appeal? A hirer has a 100% win at POPLA as long as the appeal was worded right. A driver throws all that in the bin if they admit to driving.
