Royal Mail - opting out of items being left with neighbours?

Normally if you search a site using a long string, it'll return hits for every instance of every word, like 'royal' 'mail' 'item' so I didn't try that. I searched by 'neighbour' and 'safeplace' wihout success.

Sticker arrived today0

I filled this form in online after a parcel was left with a neighbour who doesn't answer the front door & locks their back gate after getting home. Took me 3 days of trying to eventually get my parcel. Doubly frustrating when the sorting depot they get returned to is a 5min walk away!
Sticker came within a day & now adorns my door.0 -
I received my sticker, put in on the door, left the house the next day to find the sticker has turned to mush! Why are they not waterproof?! I assumed that the stickers would be sticky to the front, so could be attached to a window inside, but that doesn't appear to be the case!0
