Re-rendering an Art Deco house

HI,
I have received the following quote to remove all the render from my 3 bed semi (quite generously proportioned) fix cracks in the brick underneath and re-render with KRend acrylic render that will not require painting in the future. At the same time to remove and replace 2 rusting RSJs window lintels using props to do the swap. Is this a fair price (house is in South West London)?
1. To erect Scaffold as required - 3 sides of house (7m height, 23m total length)
2. To remove existing render over an approx area of 120m2 and dispose of site by means
of builders skips -
3. To supply and install propping and 2No. New window lintels as discussed (3 m RSJsx2)-
4. To carry out up to 10m of helifix crack repairs if discovered when removing old render -
5. To prepare existing surface with K Rend Acrylic, fit K Rend Mesh, apply K Rend HP12
6.Render Coat and K1 White Textured Render, including all necessary beads to windows, corners etc-
7. To clean coping's at upper roof level, repoint and repaint -
8. To replace SVP at side of the property in White -
Total Price for the works £29,980

£30K sounds well over the top, even at London rates - I would have thought £15K would be more reasonable.
Does this quote include building control fees ?
As you are removing more than 25% of the render & reapplying and replacing lintels, both require building control approval. If the work isn't "signed off", you could have difficulties plus additional expenditure if/when you sell. And should the local council start enforcement proceedings, it is you that will be left to carry the can.Her courage will change the world.

Wooaah!! That's an exciting price.
I wouldn't pay it. And I'd expect external insulation on the walls as well for less than that.Everything that is supposed to be in heaven is already here on earth.
