Booking.com reneging on compensation promise

We were scammed on a villa and booking.com offered compensation of €3,091 for deposit, additional villa cost and transport costs. I accepted their offer on 10 sept and they have now come back refusing to pay it all and want to pay €700 less. I think I’ve created a contract (offer and acceptance) in writing. Can they just change their mind?
