Can banks charge to close an account?

I have two accounts with RBS, one of which was a feeder and asked them to close this one and transfer the money to my current account. They did this and charged me £30.00.

They didn't tell me about this charge. Can I complain?

    No, received the statement today and it said account closure £30. I will ring on Monday but just wanted to check whether this is normal.
