Whether or not the ferry is a highway (very doubtful, but then again this is Cornwall), the relevant laws don't refer to a highway, but to a "road or public place". A ferry is neither.0 -

"Several motorists were given words of advice and 4 tickets were issued for mobile phone and seat belt offences. Please be advised that the ferry and the lanes are classed as a highway. "
The ferry is legally operated by the local authority under the same legislation as the Tamar bridge.

So, yes, I can easily believe it does count the same as any normal road for legal purposes.0 -
Surely you can't be done for not wearing a seatbelt when you are parked up? I thought they were only required if the vehicle was being operated, except in reverse.0

I'd argue that taking the seat belt off on the ferry is for safety. Pretty sure there's not much of a risk of a rta once the ferry is under way.0

It's a stretch to claim it's a highway but not a road.

Don't private businesses have to pay towards policing if it needed, football policing is certainly paid by the football club.0 -
