    It's a stretch to claim it's a highway but not a road.

    From the article:
    "Officers say they are reminding motorists that both the ferry and the lanes leading to and from it are considered highways."
    "Several motorists were given words of advice and 4 tickets were issued for mobile phone and seat belt offences. Please be advised that the ferry and the lanes are classed as a highway. "

    The ferry is legally operated by the local authority under the same legislation as the Tamar bridge.

    So, yes, I can easily believe it does count the same as any normal road for legal purposes.
  • Surely you can't be done for not wearing a seatbelt when you are parked up? I thought they were only required if the vehicle was being operated, except in reverse.

    Try taking it off when you stop at traffic lights, and see what happens...

    (Isn't the car in motion when on a ferry, anyway?)

    The report doesn't say they were parked. My guess is that the people affected were either driving onto the boat or inching forward in the queue.

    I'd argue that taking the seat belt off on the ferry is for safety. Pretty sure there's not much of a risk of a rta once the ferry is under way.

    Don't private businesses have to pay towards policing if it needed, football policing is certainly paid by the football club.

    Can't remember a ferry that didn't request the engine be switched off. Also of the few ferries I use most rtas are likely to require you to take your seat belt off whilst swimming. Basically a waste of police time regarding the vehicles on the boat. Approach roads and ramps fine, boat nope.
