Parking fines - who pays

Why are delivery drivers slapped with parking fines during their delivery round? Police and Ambulances park on double yellows and in permit holder only areas if they need too. ...

The 2002 Traffic Signs Regulations and General Directions state that emergency vehicles can park in restricted areas - containing, for instance, single or double yellow lines or double red lines - only when they're used for specific "police, fire brigade or ambulance purposes".

The Department for Transport says this means that "any vehicle being used for emergency purposes" is exempt from parking fines.

When I worked in the NHS they would occasionally pay parking fines in exceptional circumstances. Sometimes the choice was either park where you shouldn’t or cancel an urgent appointment.

They do, but it's dominated by militants (according to MSE Martin) who advocates no one pays, as it's all a scam.

Post on there to the contrary, and you seem to be shot down in flames :(

There is a difference between speculative invoices and real fines.

For real fines the stance is different.

If the OP can't park they can't deliver there should be discussion with the purchaser where they can accept deliveries.

Who is responsible for routing management/ planning? Is deviation permitted if he doesn't plan?
    Don’t be a can’t, be a can.
  • It's a company van but it does not have any logo/name. He gets given jobs in the morning and throughout the day so he would only know what type of area it is once he gets to the destination. The reason why I say no other choice is because 1. He has to deliver the items, no items delivered no pay 2. In that area there really wasn't any other parking possible if there would be he would have paid for it. I just think it's unfair for delivery drivers get fined when the area does not have any parking facilities.

I have to say as A very long time reader of mse forum I'm quite disappointed with some snappy comments. If I knew we'd be starting to talk about kitchen knives and killing people I wouldn't have bothered to post anything. Some comments were helpful though thank you.
  • I'll need to maybe advice him to refuse deliveries if no parking is available but as the jobs get booked very late stage it might be a case of driving to the destination and realising there's no parking option.
  • The registered keeper is legally responsible for paying the fine.

If the fine was a private parking ticket they may discharge liability, if this was a local authority PCN they cannot and they must pay by law, unless they have a hire agreement with him.

Anything else, such as a recharge comes down to any contract between the two. Remember if there is such in place and he fails to pay, he will likely be charged more when they eventually pay and recharge him.

For private parking only the driver has any potential liability unless the correct procedure is followed to transfer it to the keeper.
The keeper can just name the driver and transfers liability back.
