PPI not upheld - Paragon Personal Finance

This is my first post so please bear with me.... I have tried to search to see if anyone had the same issue but couldn't find anything so thought it best to ask myself.
I complained to Paragon Personal Finance about a loan we took out with them in 2001. they have come back to me to say that they cant uphold it as the loan was via HFS now trading as Capital One. Question: If this is the case and the deadline for PPI has now passed can I still complain to Capital One.
I have the original Certificate of Insurance paperwork from Paragon stating that if I have any complaints about it to contact them but it also mentions London and Edinburgh Insurance Company Ltd who administer the insurance on behalf of Norwich Union Life and Pensions Ltd.
This confuses me...
Can anyone give me any advise on what to do.

They’ve told you what to do.
You could contact capital one, explain the situation and see if they will entertain a complaint given you did make it pre-deadline to Paragon. They don’t have to and it might be game over.helpful tips
