CE services Ltd first appeal rejected need help with POPLA stage

Hi there
I believe you may be able to help me regarding my situation with this CE services Ltd parking fine I received for overstaying 3 minutes! - this was because their parking app and phone service was not working - I have screenshots of where I have called them but I have no screenshots of the app failing to go further there were several other people waiting for the same thing that day and were unable to park.
So as you do not wanting to get ticketed I left. 4-5 days later if that in comes the letter of fine. Now I referred to the newbies guide and sent the generic draft that is there for the first appeal. They have rejected my appeal and therefore from what I have read there is a POPLA appeal needing to be made.
The reason I am messaging is, I am abit lost in regards to a response and need help putting this together so I cover all necessary points (never done anything like this before)

If you go to the first page of the forum, where you clicked on the New Thread button, you will see a Sticky thread, marked NEWBIE read this first. If you go to post # 3 of that thread it will take you through the POPLA process with some examples. Also you can use the "Search this Forum" function, same page as New Thread button to find other posters who have been through similar situation.0

As Le_Kirk advises go back to the NEWBIES where you will find a number of pre written POPLA appeals.
You need to adapt the one you feel most appropriate to your circumstances, particularly mentioning grace periods.
After completing this post it here for further advice.

Why not just search the forum for POPLA grace periods and copy one. Always change the default forum search to SHOW RESULTS AS POSTS.PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).

This is very much a self-help forum. All the information you require to fight this run-of-the-mill PCN is in the stickies/FAQs and previous posts, you only have to search for them.
Nine times out of ten these tickets are scams so consider complaining to your MP.
Parliament is well aware of the MO of these private parking companies, many of whom are former clampers, and on 15th March 2019 a Bill was enacted to curb the excesses of these shysters. Codes of Practice are being drawn up, an independent appeals service will be set up, and access to the DVLA's date base more rigorously policed, persistent offenders denied access to the DVLA database and unable to operate.
Hopefully life will become impossible for the worst of these scammers, but until this is done you should still complain to your MP, citing the new legislation.

What were the actual words about the alleged infringement on the Notice to Keeper? What was the time limit at the car park and how long was the car there for in total? Was the car eventually parked on the day or did the driver give up and leave?
You build a POPLA appeal section by section. In post 3 of the Newbies' thread there are examples of some sections. 'Landowner Authority' is nice and easy because it probably can be used just as it is. Copy and paste that into a word document and you're off!
Get all relevant sections into the same document. Ideally, use some you find from searching posts that already pretty much match the specific situation. Recently, the advice is to clearly split the Grace Periods one into 2 sections - one for the beginning of parking and one for leaving the car park - that's why Coupon-mad suggested looking for a recent appeal on here that relies heavily on those arguments.
Once you've got the flipping thing in one document, you get to work making it yours. For example, if signage was hidden by trees - you make that point.
Get going with it. You might think it's a mess at first, but you knock it into shape and I'll remember to check how you're getting on as the experienced regulars may be extremely busy. In a very strange sort of way you might enjoy this!0 -
Yeah it was 3 mins over the grace period of 10 mins, but the thing is the app wasn’t working and neither was the phone number to make payment hence why we decided to give up and leave. Then we receive this fine letter - they provided pics but it’s dark and have only provided of the car and number plate nothing else0

@mistyZ on the PCN it states “ on the 31 August the above vehicle was parked at car park 2 at 2 athenaeum road, London - from 20:02:40 to 20:17:38. We therefore require payment of this parking charge notice in accordance with the parking terms and conditions clearly stated on the signage. Payment not made in accordance with terms displayed on signage.
There were signs defeats the purpose when the payment methods required to park your car aren’t available...0 -
