vax rapide ultra 2 waste tank align ?

i bought a reconditioned vax rapide ultra 2, its not sucking up water correctly, looking at youtube vids the waster tank, has to align perfectly with front wheels ie level, i cannot get it to align exactly.
unless i put my foot on the tank when reversing to suck up water, then it works, it aligns when i put pressure on the tank, im trying to find whats stopping it from aligning correctly.
