Issue with management company..

Not really sure where to turn for help on this so will gladly look for any guidance and advice.
I own my apartment (leasehold) and pay 2k a year in service charges to a management company... included in that is buildings insurance.
6 months ago a leak appeared above my kitchen window, I let the management company know and they said they would investigate. I gave them time before chasing it up and was told that they were waiting for access to the flat above me where they believed a leak had occurred.
As they took so long to attend the leak caused a hole around 5cm to appear in he panel above my window.. there is also damp now around and damage to it.
Finally I was told by the management company that the leak was now fixed and I didn’t get any more water in until last week when we had very heavy rainfall.
Last week I had enough of the management company and being fobbed off and asked for their complaints procedure, they never sent it to me. A contractor arrived that day. He said to me he thinks it’s a vent in the wall causing the issue, but now the management company are saying they believe the balcony above me is causing the leak and they are waiting for a date for the repair.
I seriously don’t know what to do. My heating bills for winter are going to go up as I have a hole letting in cold air and I don’t have a date for a repair....
Any help on how to proceed would be gratefully received.

Can you not use putty to temporarily bung the hole?0

Doesn’t really work, as the rain comes in so hard it just goes through it, plus I don’t want a botch job, I want it fully repaired.0

Do appreciate the replies with regards to the hole, but more than anything am seeing guidance with how to proceed with management company.0

There isn't much you can do to speed them up and they know it. If you own a share of the freehold you might discuss their behaviour with the other shareholders and threaten to change the management co if they don't get their act together, but it's a long shot.
Crying to them about high energy bills, because of the hole isn't going to move them that's for sure. So sort it out yourself sooner rather than later.0
