Packaged bank account reclaim FAIL

In late 2016 I realised I was paying over the top for a packaged bank account with Nat West, and switched to a basic account. Then in Jan 2017 I put in a compensation claim via email (I don't have a copy of that).
Nat West investigated my complaint, and rejected it, mainly on the basis that it was outside the time limits set by the regulator (my account had been converted to an "Advantage Gold" account in July 2000). They also noted that I had registered my mobile phone handset.
With all the subsequent changes in legislation, I was wondering if I may now be able to try again...?

but on the face of it, if you became aware of misselling in late 2016 and complained in early 2017 then NatWest wouldn't have been able to reject it on time-barring grounds. What were the dates they considered applicable, did they contend that you were aware much sooner than this perhaps?

What recent legislative changes do you believe would allow you to reopen this?

They likely claim that you were aware of the packaged bank account much earlier and took advantage of it by registering your mobile handset and didn't complain back then.
