Evans Card PPI and "account cover premium"

Hi everyone,
Last year I sent an inquiry to Santander regarding PPI on my mother's old Evans card which was under GE Capital Bank.
They eventually wrote back and said "sorry, she never had PPI". My mother's disabled with cognitive issues so she can't guarantee herself that had it from memory but it would have certainly been mis-sold due to her circumstances. Based on the fact she's had some significant success with PPI on other accounts, I was always certain she would have had it with Evans.
I thought no more of it after the rejection letter, until last week. I was clearing out some stuff from the spare room in her house and found a bunch of paperwork, among which was a statement from Evans regarding the store card and it very clearly states there was an "account cover premium" added at around £7 a month.
Does anyone know if this would have been PPI under some other guise?
Armed with this statement would it be worth going back to Santander and challenging them on their denial of PPI, or would I be wasting my time? If it's not PPI would it fall under any other missold policy under the same basis as PPI mis-selling?
Any advice would be great. Thanks for reading!
