I suspect (I've not read them) the terms say something like "Up to 48 hours after the hire period has ended, or the start of a new hire period, whichever is sooner".0

Think the OP means they can't be certain it hasnt been rented again say 6 hours after they dropped it off, so making them responsible for 48 hours after their hire has ended could potentially be unfair as any penalties could be down to the next renter

The T&C's appears to be simple to enough, let me attempt to decipher.
After you finish your rental
a) Park in the designated area of carclub zone OR
b) If you are NOT parking in the designated zone after the rental, as the renter then you have the responsibility to make sure you have legally parked the car that you had in possession for the next 48 hours (future). Otherwise you will have to bear any parking/penalty charges.
