Windows 10 loading halts

All the Microsoft solutions seem to centre on the system actually running, its not, I cannot login
There’s nothing significant worth saving on the PC and Windows 10 was an upgraded version from Windows 7 - so I’m unsure how I could start a fresh Windows 10 install from scratch ie. complete tear down and rebuild. How would I deal with Windows 10 licence number or whatever as I don’t have one? Would the Windows 7 key work?

Any ideas?

    You don't need a product key, It will be recognised that you previously had Windows 10 installed.

    But you'll need a working PC in order to create the installation media; https://www.microsoft.com/en-gb/software-download/windows10

    Tell us something about the PC. Model no. etc

    Ta. It’s a Zoostorm desktop model with a 1tb hard drive - must be over 7 or 8 years old. Possibly older. It originally had Windows 7 on it. It has a DVD drive which I assume by one means or another it can boot from - I’ll need to create an install Windows 10 dvd then?

    How will it be recognised as having windows 10 on it? From the global unique identifier?

    Not a DVD. You'll need a USB flash drive of at least 8 GB. Do you have a working PC on which you can create the installation media?

    You might want to take the opportunity to fit a solid state drive to replace the eight year old magnetic spinning disc drive.

    It will improve the performance of the PC by a considerable amount and also eliminate the possibility of reinstalling the operating system to a possibly faulty HDD.

    Microsoft record every activation and also record some hardware details about the computer the software was activated on. This enables them to determine whether the computer has previously had the software activated on it before and if so happily re activate it.
