Severe Disable Premium ore Allowance

Does anyone know the criteria for claiming this benefit ? It seems to be arandom answer depending on whom you ask.
As many people here I have been called in for assessments and failed and won at times.
It appears no one clearly knows the rules for this benefit and that is disturbing to me.
