That sign is for secondary destinations: St Albans is shown on the previous (primary) sign.

I think the Hemel one was designed by car insurance companies. Especially the nasty right hand slip lane on the westbound St Albans Road as it joins the roundabout as you need to look for two lots of approaching traffic if you're trying to exit eastbound there!

I did my intensive course in Chippenham in 2013 and I was staying in Swindon, very close to the magic roundabout. My instructor had me go round in every permutation. It helped deal with any fears post-test. Intensive courses are often dissed, but I had a good teacher who tried to show as much of real driving as possible.
