Time barred PPI but received handsome compensation

Just wanted to know if anyone out there can help me to understand my situation.
Back in the 80's I had a barclays credit card and bad times fell upon me and I defaulted on the repayments on the card. Barclaycard took me to court won and I received a CCJ which was paid and settled in full. I was so horrified that I had got myself into this situation I swore I would never have another credit card again (I am a believer if I haven't got the money in the bank then I can't afford it) which I didn't until I changed banks in 2010 from Barclays to HSBC when I was told I should have a CC. Now in 2017, I contacted a CMC (O'h NO I hear you sigh) to check if I had any PPI on a number of institutions, Barclays being one of them. I was rejected by them. In April 19 I received a letter from Barclays referring to the rejected claim in 2017 stating they made a mistake and there was indeed a genuine claim. They investigated and in Jul 19 sent me a cheque for nearly £4500!
After all that, my question is, if PPI is time barred why on earth did I receive this,so long after I had the card? (NOT that I'm complaining!) It's just that I see so many posts quoting "time barred" I'm intrigued.

It was only time barred 2 weeks ago. If you complained before this and they identified a fault, why wouldn’t they write to you? It has nothing to do with being timebarredhelpful tips

The bar was a date that you had to raise your complaint by. Not the date it has to be resolved by. You raised a complaint before the date.0 -

I'm so confused ! I thought because this was such along time ago (nearly 35 yrs since the card and two years since the rejection) and the regulations have all changed that made it "time barred" not just to get the complaint in on time. You people understand it more than me.
