Help Please.....Appeal TFL PCN

Hi, would appreciate some help with appealing this PCN issued at 16:01 for 46: Stopped where prohibited (on a red route or clearway, where the box in question allows for disabled badge users to park for 3 hrs as well as loading/unloading between 10am-4pm.

The time was approaching 4pm, so l prepared to leave the box, (my disabled passenger had not yet returned) by removing the blue badge off the dashboard to prevent it sliding so l could find another place to park. l put on my indicator and was in drive ready to proceed, when a traffic warden darts across the road in front of my vehicle saying wait there, your getting a ticket. But as l was already in the process of leaving, l continued to do so. The time registering on my clock, hadn't yet reached 1 min past 4pm.

A few days later, I received a PCN in the post with the alleged parking contravention code(46) claiming it was identified from 16:01 to 16:01, with no photographic support or evidence. 'This PCN was served by post because the civil enforcement officer xxxxT observed the vehicle identified above from 16:01 to 16:01 and had begun to prepare a penalty charge notice for service but the vehicle concerned was driven away from the place in which it was stationary before the civil enforcement officer had finished preparing the penalty charge notice or had served it by fixing it to the vehicle or giving it to the person appearing to be in charge of the vehicle'.

Can anyone please advise on how best l can appeal this.

Wow, that PCN certainly goes against the London Boroughs policies as PCNs are not meant to be issued within (I think) 3 mins of the start or end of a restriction time changeover. Is it a London Borough?

Anyway no need to answer me, just hop to pepipoo forum and register there because they are the Council PCN experts (more than we have here).

I assume even his photo 'evidence' must show you in the driving seat and indicating to leave! What a complete !!!!. Your case is easy enough to appeal but check with pepipoo posters for more detailed knowledge.

No Hotmail emails allowed when registering there, BTW. Post a new topic on pepipoo with pics or scans of both sides of the PCN and a Google Streetview link to where this was and the sign.

Yes it is a London borough, but they supplied no pics with the PCN and no offer to view any pics online!!
