Is Warm Home Discount capped to how much you have used?

Hi all,

If somebody who is eligible for Warm Home Discount as part of the Core Group switches to a WHD supplier, and then switches away to another supplier, according to Ofgem they will still be eligible for the rebate, as long as they are on-supply during the qualifying date. My question is, will they always get the full £140, or will it be limited to how much electricity costs they had actually accrued during their brief stint with the supplier?

For example, if someone switches to Bulb in late June, and finds a better deal elsewhere a few weeks later, and in that time they used £75 of electricity, when Bulb eventually pays out the WHD to the ex-customer, will they only give £75, or does it count as a "bill credit" and pay out the full £140?

Essentially, is it literally a discount/rebate, or does it work more like cashback?
