AFAIK it is not, nor it will be in the future, an unusual question. Plenty of UK passport holders in Southern Africa where a pension infrastructure does not exist.
As someone who is likely to entitled to live here, there may be pension credit, and access to other benefits but the OP's "colleague" might want to check one of the benefits calculators to get a basic idea. Try Entitledto or Turn2Us
However I think Pension Credit may be the least of their issues as entitlement for the family to live here may be more complex - and expensive to arrange.Unlike some here, I am not omniscient. If I am wrong correct me. I won't take offence.

Would not be able to say for sure as there have been 6 - 8 recent immigration Acts - and likely more to come. But the magic date appears to be 1/1/83 when there was a major change. The "colleague" was born well before that.

Nationality is a funny thing, and for example, my siblings were all born in the UK, have the choice of 3 nationalities. I have choice of two but we could all have the choice of 3 or 4 with the wind in the right direction.
