Debt collector letter but no PCN received

Apologies for posting a new thread, but I couldn't find my scenario in the stickies so was looking for some help.

I park behind my work place in the town centre. I am a permit holder and have always had a permit. The issue is that during this time I did not have my permit displayed due to switching my car (permit not linked to car reg). I received a PCN on my windscreen on 04/07/19.

I requested the landowner cancel this PCN as I held a permit and they agreed to do so. I later received a debt collector letter for a PCN in the same place. I assumed it was the same one, and checked with the landowner who confirmed it was cancelled. I have since looked into this and another PCN has been issued dated 14/06/19. However, on this one there was no windscreen ticket issued. I have checked on the online portal using the PCN number on the debt collectors letter and there are pictures of the car but with no PCN on the windscreen (unlike the other one which did have a windscreen ticket pictured).

I have received no PCN through the post. I am not sure what action to take as I have passed the window of appeal and have never had a PCN sent so that I can appeal this. I have also made a mistake in speaking to the debt collector on the phone as I had thought they were writing about the PCN that was cancelled.

Could anyone please advise me on this? The parking company is JD Parking Consultants, who are a member of the BPA. Parking Collection Services are the company where the PCN can be viewed online. DRP Debt Recovery Plus are the debt collector who have sent a letter to demand £160.

Thanks in advance for any advice you can offer. I'm just not sure whether to engage with this process or not given the fact that I have not had the chance to appeal and haven't ever had PCN.

    Ignore debt collectors (NEWBIES FAQ sticky, post #4). Too late to do any meaningful appeal, but you could fire off the template from the NEWBIES FAQ sticky, post #1 to show some engagement with the ppc. But, in reality, only reawaken your interest if you receive a Letter Before Claim and/or real court papers. Come back on this thread if you receive either.

    Meantime, back to rattling the landowner cage on this PCN too.

    What you now need to do is tell the landowner that you are being harassed and if those further you will have to call them as a witness in court

    Between you and this forum, DRP are the biggest load of rubbish ever invented and are 100% powerless and you do not owe £160.

    Send the PPC a SAR.

    And email a complaint about this lack of PCN, to Steve Clark at the BPA.
