Company named friend as driver no evidence for parking ticket

A friend has had a parking ticket from LPS for parking a company vehicle in a hospital car park and overstaying.
He disputes the fact he was driving at the time. (He thinks it was his boss.) The company keep no record of who was driving the van and when. But have named his as driver.
How can he formerly dispute this and have the parking charge notice sent back to the company who should be keeping record of who drives the car and when.
There are photos of the vehicle but you can't see the driver.

Was he somewhere else at the time? If he has some tangible evidence that could help if it gets to a court case.
He can write to the PPC categorically denying being the driver which should send the PPC back to the registered keeper ......... in an ideal world.
But this is a wholly unregulated sector where people make up the rules to suit themselves with no system to moderate excesses.Please note, we are not a legal advice forum. I personally don't get involved in critiquing court case Defences/Witness Statements, so unable to help on that front. Please don't ask. .

AFAIAA, there is no requirement for these records to be kept. Some years ago there was a prosecution of a Chief Constable (Hampshire?), for the police not keeping such a record in a speeding charge.
IIMU that the default position here is that the RK is responsible if the named driver denies the claim.You never know how far you can go until you go too far.0 -
I would suggest he take this up with the company in the first instance.0
