I've seen cars completely blocked in with cars parking too close at each end and police unwilling to act because they couldn't be sure which driver (of the other cars) had actually caused the obstruction.
I presume when you say their house is at the top but they also park a car at the top, you mean they park a car at the bottom? Else I wouldn't see the issue.You keep using that word. I do not think it means what you think it means - Inigo Montoya, The Princess Bride0 -
Had this problem a few years ago,got up early for 3 days and knocked on the door at 5am to ask them to please move your car.
