Strongest glues for bonding plaster sculpture back together

I'm working on a craft project that requires sticking a small head (measuring approx 3cm height 1.5cm width) that has broken off a sculpture made of a strong gypsum plaster. I applied UHU glue previously and thought it had done the job but just wanted to test it out and gave the head a little pull and it actually came off with minimal effort. I don't want to use a hot glue gun as it's a little messy for the small area I need to apply it to and then I can't wipe the excess off as it dries too quickly. Are the any other suitable glues to use?

Doing some research online the general recommendation for plaster on plaster is Elmers school glue. Would this be the same as a standard PVA glue?
