Pcn on red lines one stop Perry Barr private shopping centre

I have a parking issue that relates to a family member. So this family member was 8.5 months pregnant with severe hyperemesis and spd so a very difficult pregnancy and also had a 17 month old with her. The father of said member took her to the one stop shopping centre in Perry Barr Birmingham and dropped her off near the entrance as she was unable to walk due to the spd and weakness from repeated vomiting and had been repeatedly in and out of hospital.
However she needed some last minute essentials for the impending new born. Within a few days there was a letter arrived that the car was stopped on red lines. Yes he dropped her right outside the entrance as she cannot walk and no parking was near by! This person is immediate family. I messaged one stop as the landowners to consider cancelling this charge however they refused and said I would need to go though the appeals process. Within a few days the member was rushed into hospital for an emergency c section. Mother and baby are now fine . However the fathers car is the one that got the photo of it stopping and she cannot afford to pay her dad.
I said I would write the appeal for her but through all my own troubles I completely forget and now we are over the 14 days. The letter also went to an old address. So we are in a vicious cycle of guilt. The girl for making her father stop to drop her despite her inability to walk from a distance and me for saying I would do the appeal form and forgetting. So the operators are park watch and the issue date was 30th July . What should I do please ?

The registered Keeper , or Keeper (the person who received the Postal PCN known as the NTK) appeals to Link using that template , no changes , so it's already written for them
Link will reject the appeal
Then it's up to 6 years of hassle and a possible court case in your local County Court
That is the reality of this , no easy get out , unless they obtain a landowner cancellation, which is their best option
Do not look for a magic bullet, there isn't one
The RK should also ensure that their own driving licence and V5C are up to date with the DVLA , otherwise each one can carry a fine of up to £1000 for each offence0 -

Which has no relevance to the OP's problem at all!
Unless things have changed since Streetview Oct2018 images show that signage is virtually non existent, and Red/Yellow lines on private land are just pretty paint.
Park watch being BPA members gave access to POPLA, which might have killed this with a good appeal, why on earth wasn't an appeal made within time, and what on earth is the rubbish about "I completely forget and now we are over the 14 days"? You had 28 days to appeal.
You can try the blue appeal, but I think that horse has left the stable, you are after all dealing with grubby scammers that want your money.
You will now be in debt collection scam letters then wait and see mode.0 -

Nine times out of ten these tickets are scams so consider complaining to your MP.
Parliament is well aware of the MO of these private parking companies, many of whom are former clampers, and on 15th March 2019 a Bill was enacted to curb the excesses of these shysters. Codes of Practice are being drawn up, an independent appeals service will be set up, and access to the DVLA's date base more rigorously policed, persistent offenders denied access to the DVLA database and unable to operate.
Hopefully life will become impossible for the worst of these scammers, but until this is done you should still complain to your MP, citing the new legislation.

She was dropped to the door by her father who went on to park and went inside and helped her with the shopping. It was items such as maternity sanitary towels that she needed for the impeding birth. Not something her father will put in the trolley for her! Her father is disabled so managed to wait for for a space to empty and parked in a disabled spot.0 -

I said I would do it and was doing several other things at the same time. Suffering a chronic illness myself, a difficult pregnancy and c section for the family member, and working full time it slipped my mind till it was too late.

In their tiny minds they have engaged the PPC on a free of charge basis, (some even get a fee from the parking company to farm the site for victims to charge) so they may just be of the opinion that they leave it up to them to manage and won't get involved.
They can be very short sighted with respect to customer loyalty, did you actually get through to management rather than just a CS front liner.
You could hit them with the "Equality Act" that The Deep alluded to, and was there a shortage of disabled spots on the day as your post above suggests that:

If the driver was disabled then the EA 2010 applies to him , never mind his passenger , so he should hit the retailer and managing agent (and or landowner) with a strong complaint about this problem , citing a counter claim under the EA 2010 for £500 or more , possibly as much as £1500 , especially as red lines on private land have little or no meaning in law , where road traffic laws do not apply , he cites reasonable adjustment due to his and his daughters disabilities etc
The idea is to frighten them off and make it simpler for them to cancel it than have a terrier nipping your ankles for hours
It's the squeaky wheel that gets the oil , so he needs to get on his high horse and complain , even if somebody else writes it and all he does is sign it and date it0 -
