No. You wouldn't expect them to overturn the decision on that complaint reason but they may identify another issue that gives them reason to overturn it. It doesn't happen as much now as it did in the early days as firms learned what is and is not acceptable to the FOS. Q4 2018 figures show the FOS overturned in 1 in 4 (24%) of Welcome complaints referred to them.

So, still worth it but don't expect to succeed and you won't be disappointed.
