London Congestion Charge - they have my address down wrong. Is fine till valid?

Hi everyone.
We drove into London in our van in June. we entered the LEZ/CCZ by literally two streets. Then parked for a few hours, then drove out again. I get it, you're either in our out and we were in. Fair enough.
I rang to pay a couple of days later and was told I was too late and a fine had been issued - again, fair enough, even though 24 hours is a ridiculously short amount of time. How was I supposed to know?
Anyway, weeks went by and we heard nothing, so I assumed we'd got away with it. Maybe the cameras didn't get us because we hardly even entered the zone.
Eventually, a Congestion Charge letter arrives, followed by one for the LEZ.
They both say that as we had failed to pay the initial Penalty Charges of £160, they were now increased to £240. And that's £240 for the CC and £240 for the LEZ! £480 for two streets for about 1.5 minutes!
Thing is, we never received those initial PCN letters they say we ignored. Then I saw that they had our address down as 44. We are 4A. Our new postman had figured it out - there is no 44 in our street - and delivered them to us, but clearly our previous postman had returned the letters.
I'm appealing on the grounds that as they have the wrong address, we couldn't have known about the PCN and we should only have to (begrudgingly) pay the initial £160 (x 2!)
But something in the back of my mind says that if they have our address wrong then the fine is invalid anyway. Have we got them on a technicality?

However, check the address on your V5C and see if it matches a) your actual address and b) the address used on the paperwork purportedly sent to you by LEZ/CC0
