Hello,
I'm putting together a appeal for a POPLA appeal against Civil Enforcement LTD as my first appeal was unsuccessful.
I plan to use these points,
Put them into one big PDF and send it off, would this suffice as a appeal? Is there anything else I should add?

Ah right, completely slipped my mind.
I parked in a car park but the signage wasn't clear so I tried the RingGo app to try paying whatever the fee was. The app claimed parking was free at that time / moment so I left the car there. I got a ticket from them a while ago and claimed I tried to pay but the appeal was unsuccessful.0 -
Win or lose at PoPLA, if they took this to court imo they might struggle as,
if you were unable to pay, a judge is likely to decide that no contract was formed, (frustration of contract). If there is no contract there cannot be a breach of contract.
Nine times out of ten these tickets are scams so consider complaining to your MP.
Parliament is well aware of the MO of these private parking companies, many of whom are former clampers, and on 15th March 2019 a Bill was enacted to curb the excesses of these shysters. Codes of Practice are being drawn up, an independent appeals service will be set up, and access to the DVLA's date base more rigorously policed, persistent offenders denied access to the DVLA database and unable to operate.
Hopefully life will become impossible for the worst of these scammers, but until this is done you should still complain to your MP, citing the new legislation.
